Apply text transform utilities to control casing for labels, overlines, and other short text.

Text transform is available through SGDS-prefixed Tailwind utilities. The repo does not define custom SGDS CSS variables for text transform, so use these utilities directly and reserve casing changes for deliberate typographic roles.
